David has represented clients in obtaining gambling licenses in more than 15 jurisdictions, in regulatory, administrative and disciplinary proceedings, and in legal challenges to gaming laws and regulations.

David has worked to help regulators understand business operations and to bring common sense to business regulation. He worked on the 2009 revision to the California Gambling Control Act and is actively involved in legislation through testimony, and the coordination of lobbying and campaigns. He has written, worked and testified on I-Gaming and Gaming legislation.
